PSU gets loud randomly

This current psu is brand new in attempt to fix this same problem with my old one but its still happening. any ideas how to fix?

still blows out cold air so i dont think its overheating, the fan is facing the right way, its clean.

3080 ti, ryzen 9 7900x psu is an asus tuf 1000w
