NPC's following me and my partner, can't seem to get rid of them - is this a known bug?

I'm marrying another player and her parents are overbearing, crazy and frankly, pretty scary for NPC's - we've moved away from their area and tried to cut off all communication, but they keep showing up unexpectedly - I didn't think NPC's could do this? Anyone know of NPC's bugging and acting like aggro'd mobs?
