Install and use apps on not activated phone?

I've an (old) Motorola Droid that I keep as a spare phone. Is there a way that I can install applications on it and use them? I'm thinking games and a few utilities (like Torque which works off an ODBII dongle)?

The phone shows up in my list of devices in the Play store.
