Would a vote mute button be a good idea?

I'm always playing ranked, and I've noticed that there is always one person per game that rages, or puts blame onto another champ. Yes, people make mistakes, and some more than others, but I really find it annoying when a summoner complains for the rest of the game how everyone else is so bad.

I suggest a vote mute button. I know that you can just mute them on your client, but if there were a vote mute, riot can then track how many times a person gets vote muted. They can then take action. This option would only be available in ranked so that people don't abuse it with a premade party.
