[Bioshock 2 help] Product key: Missing

I bought the game from a seller on Ebay (with a 100% feedback reputation thing) in the original packaging, still sealed, but it doesn't contain a key (despite stating that it contains one on the box). Is this a known issue? Who do I contact to rectify the situation?
