[Troubleshooting] Cannot run Nexus Mod Manager, Windows 8

Hello r/fallout, i really need your help getting nexus mod manager to run on my PC. I am running Windows 8. I have done a fresh install Windows 8 twice and the problem was not fixed.

I have tried to install net framework 3.5 from here but when i run the installer nothing happens.

If anyone could help it would be greatly appreciated. I really want to play Fallout New Vegas with mods.
