Looking for an RPG with elements of base/city building (PC)

The first thing that comes to my mind is the old Suikoden games on the PS/PS2, but I was hoping for something relatively new. Steam would be great, just for the ease of keeping track of things.

I have Skyrim and Fallout and while both fun, I would like the elements of building a base of operations, etc.

Any suggestions?
