How can someone ugly/plain be beautiful?

Okay so I am 16 people think I look older :/ and guys don't even take a glance at me. When they do pay attention the mock me and say nasty things like I look like a man. I am quite a shy person and I want to change to have more confidence in myself. I am worried no guy will ever find me attractive.
