New Passive and E for Ashe

Riot right now is updating champions from Freljord but they still done nothing about AD Queen. My question is: why they didn't move critical strike chance from passive to E passive? Creep gold from E is very low and also this skill is always maxed last so when you've picked level 2 E you had already ended laning phase (100-150 creeps x 1 gold :/). All her other skills are perfect: frost arrows, volley, hawkshot active and enchanted crystal arrow. But her passives are just stupid. Here is my proposition:

Focus(passive): Basic attacks against same target increase attack speed by X% (max X stacks). Bonus is lost when you switch target.
Frost Shot (Q): no changes
Volley (W): no changes
Hawkshot (E): Passive: increase critical hit chance by 10/15/20/25/30%. Active: no changes (but CD could be lower)
Enchanted Crystal Arrow (R): no changes

Why give Ashe flat crit chance? Because it would be more reliable than "stay out of fight to crit". Also placing it on E would give player choice in leveling skills: better kiting/chasing (Q) or more damage (E). What do you think about it?
