Is there a trick to get a Nexus 4 working properly on T-Mobile HSPA+ 4G network?

I switched to T-Mobile and brought my own Nexus 4. I'm in their advertized 4G area, but I barely get 2G speeds. Consistently 200kbs or less down and about 1Mbs up on average. I have called multiple times to talk to technical support and 10 days later no one is able to figure this out. T-Mobile customer service people are as knowledgeable as an average sales clerk in a big box store- i.e. not at all. They just keep blowing me off. Last thing I was told was that there is an equipment upgrade planned for my neighborhood and to call back in a week. It's all bullshit because my testing app recognizes the network as HSPA+ 4G, but as soon as I go to do a test it shows 3G and the data rate is abysmal. It's clearly a setting in their system that registers my phone as a 2G device but no one can do anything to recognize it, much less change it. Even ATT-based Straight Talk service was 10 times faster when I was on it. I'm thinking of switching back to Straight Talk if I can still use the ATT compatible SIM of theirs. Or hopefully ATT will offer no contract pricing comparable to what T-Mobile is doing. That would be the best outcome of T-Mobiles new strategy for me, because their service surely does not live up to their advertizing.

EDIT: Here are a few typical screen captures from a speed test. The history has one test that is faster, it was done next town over.
