Are the workers in Civ. 5 broken?

It seems like the workers and their improvements are broken sometimes. I'll be building an improvement but it won't be completely finished when the worker stops, and I have keep telling him to build it--sometimes several times--before it'll actually finish. Has anyone else encountered this? Anyone know why it happens?
