Legal way to emulate in the USA?

I would love to play old school games on my phone and computer, but I am very against piracy. Is there anyway in the United States to obtain a rom? I would be ok buying a flash cart or something. To sum this up: how can I legally emulate in the US, what do I need, and where do I buy it?
