[Troubleshooting] New 7970 VDDC and core clock jumping around

I purchased a Sapphire 7970 GHz edition from Newegg a couple weeks ago and am not sure if I'm having issues with it.

I overclocked it to 1200 MHz and it ran stable on Unigene 4.0 without going over 64 degrees, it crashed if i pushed it to 1220. It plays Crysis 3 and Bioshock Infinite nearly all maxed out without problems. Far Cry 3 looks like a slide show for some reason (worked fine on my 560ti).

Anyway, when I noticed something could be wrong was playing Minecraft. I had GPU-Z and AfterBurner opened on the side and saw that my core clock and VDDC were jumping up and down quite a bit. It still does it running at the stock clock 1050.

Here's a picture of that http://imgur.com/sh6gqo9

I don't know if I should RMA the card (I was already contemplating that because the ASIC quality is 63.0%), if it's something else such as the PSU causing the problem, or if there's nothing wrong at all.

Any help would be greatly appreciated.
