Whats the most confusing city you've been to?

I'm talking getting around, without getting lost. For me, it would have to be Hanoi - I've never gotten lost anywhere else so quickly and easily. Maybe it was just me, but man - I couldn't walk 3 feet without being lost. Not necessarily a bad thing, but at times, it wasn't great.
