Need help with an '83 Honda Nighthawk 650

I bought this bike very cheap knowing it needed work. I was told it needed carb work and have already cleaned it and replaced all the jets. The last time I worked on it, we tried starting it up and came to find out that the bowls were filled with gas and it kept happening until the battery died. Does anyone know why it's flooding or could cue me in on where to go from here? I can give more information if necessary. Thanks.
