Is there some type of evaluation process for poor referees?

I continually find myself wondering why certain referees are allowed to keep officiating. Kim Winslow, Cecil Peoples, and Steve Mazagatti almost habitually make awful calls and there seems to be no repercussions. Mazagatti disqualifying Jon Jones in the Hamill fight, the King Mo fight where he actually turned to Winslow and asked her to stop the fight and then had to continually lay into an unconscious opponent till she stopped, and basically every Cecil Peoples fight ever are incidents that shouldn't be allowed to persist, yet it seems like they do.

Is there any governing body or commission that can evaluate these performances and either suspend, reprimand, or reeducate these refs that constantly make poor and sometimes dangerous mistakes ?
