Should I jump into ranked games asap?

I've always like competitive play in every game i've played. I hit 30 around 3 months ago, but I didn't jump into solo queue till I finished my Rune pages. I literally only have a generic AD and AP page. Should I play Ranked games with only these two? I want to get better at this game and Draft isn't really helping me get better since I only get matched with Bronze - low Silver players.
