Can public transit cause nuclear meltdowns?

Everything was going just fine with my nuclear plant until I decided to introduce street cars to my town. The end station was quite close to my nuclear plant, which was also where all my factories were. Once the street cars were up and running, the education level of my nuclear plant plummeted!!

Even though I had no uneducated people and, in fact, a rising education level, with hours and hours of no problems from the nuclear plant, I was stuck in dangerously unsafe levels of stupidity at the plant, until it eventually melted down.

What I'm wondering is... the game states rich people don't take public transit. So I'm wondering if what happened is that maybe I built an express line for the idiots to get to the nuclear plant before the more wealthy and educated guys could drive there.

The streetcar is literally the only thing I changed in the city. Anybody else ever experience something like this?
