What do you guys use to get the best volume/dynamics swells out of your instrument?

I've been listening to a lot of Russian Circles lately, and guy gets wicked lines layered through what sounds like adept volume and dynamic controls. Example: http://www.youtube.com/watch?v=8NZgmxcvAa8

a) What do you guys think he's using for this? b) How can I replicate this? Maybe an E-bow? Or should I just go ahead and get a volume pedal? In this case, who makes the best one?
