Any tip to improve fps?

HI, i'm the owner of a 2 year old laptop with a i5 and a geforce 310m, and I can change my laptop just at the end of this year, but for now I need some tips to improve fps in Simcity. I get ~20 fps in medium config, just lighting on low. When I change lighting to the lowest the fps rises to 60+, but the quality drops a lot. Anyone knows how to change the config files to get a little better quality, but without the huge fps drop? Thanks.
