Tattoo done on bacne scarring?

My brother is very self-conscious because of his bacne scarring, he won't take his shirt off at the beach and this makes for a not-so-good time. He recently lost a fair amount of weight and looks good but he would like to get a tattoo on the greater part of his back and shoulder area. I would like to know if this will still make for an okay surface to ink on. He is fair and most of the spots are raised, and red. And he still sometimes get irritations or the occasional pimple. Thanks!
