TWC throttling issue

There have been a few posts about time warner cable throttling youtube and how to circumvent that has grown in popularity from reddit recently (http://mitchribar.com/2013/02/how-to-stop-youtube-sucking-windows-guide/) and I'm not sure this is backlash from them or not but my dl speed from youtube has been about 40-80 KB/sec for the last week or so depending on the video whereas my bandwidth tested on speedtest.net has been consistently ~20Mbps. Any thoughts from anyone that has TWC and has the same problem?

Edit: I have tried the port blocking as suggested in the link above and also disabling the port blocking. Also, there doesn't seem to be a difference in bandwidth between https:// and http:// protocols.

Also, my brother has TWC and lives in the same area as me and is having the same issue.
