[TOMT] [PC GAME] shareware galactic conquest strategy game from early to mid 90s

I got it many years ago, I'm thinking 1995, in a cd (pretty sure it was a cd, at least) of games for windows, including, SkiFreei, pinball, e-sheep, and a bunch of other games that were terrible or unmemorable.

I think it had a multiplayer but I had no friends so that didn't apply. I think you could name your opponent factions and choose some aspects of their play style - not sure. In the game you would have a starting star system with up to 10 planets, each one producing resources in proportion to population. You could make troop carriers that would draw from your population, planetary defenses, missiles, and different kinds of ships, including stealth ships - and in star systems with less than 10 planets you could invest in building a NEW PLANET! Awesome.

You would send your fleet to an enemy star system and they could sometimes run into an incoming fleet or you would meet on their turf - missiles would go for the defense systems and the different kinds of ships had better odds against certain other types, but you could still get lucky in a fight - which you could watch or skip. When you conquered a star system by wiping out an enemy fleet you still had to land your troop carriers to take over the planets, and you had the option of bombarding them from orbit to make them easier to take over. Once "liberated" the planets wouldn't produce for awhile, taking them over knocked their population down a bit, and you had to leave a garrison there or they could rebel and revert to the previous empire.

Can't think of any other details but I'll see if I might remember something... Every few years I get struck by nostalgia and try and find this game that I remember being simple yet endlessly fun, but it seems impossible. Reddit is my last hope!
