Question: Can someone explain to me what went wrong on my EV training?

I just recently IV bred for a Staryu that has 31 Speed and 31 Special Attack IV's. It also has a Timid nature. I recently finished ev training it and checked used Pokecheck to see if I did it right. I did do the process right, but when I checked how its stats are going to look at level 50, I started to get confused.

this is how its stats are going to look. I've checked Smogon to see what the Max+ stat number for both the speed (150) and special attack (134) stats are at level 50. Why is the special attack stat not at the fullest amount it can be? Seriously, why is only one stat fully maxed out when the other isn't, even though they have the say IV number and number of evs?
