Can not access BIOS to change BOOT ORDER

My friend gave me this laptop so I can reinstall the OS because he managed to turn off the laptop mid-installation of an important update. Whenever I tried running the Windows 7 CD to repair the problem I couldn't get it to boot up because the OS was stuck in an infinite loop. I took out the hard drive and put it into an enclosure kit and formatted it. Here is the fun part, whenever I turn on the laptop I get an error message saying "BOOTMGR is missing, press ctrl+alt+delete to restart", normally I would just pop in the Windows 7 CD and be done with it, but even with the CD in it still gives me the same message. After tinkering with it for a while I decided to take the HD out and turn it on, the message went away and the Windows 7 CD booted up! But without the HD there's no point. So here is where the issue is, I thought changing the boot order through the BIOS would get me in the right path, thing is, I can't access the BIOS. I have a program called Hiren's BOOT CD that I've tried using to access the BIOS but it almost seems like the BIOS no longer exists (seems impossible), I can't pull up any info on it.

Thank You for any information any of you can provide.
