With the division rule couldn't a horrible team in a weak conference get the 4th seed potentially?

Like for instance if the heat and the hawks switched divisions with Detroit and Cleveland. Does that mean the wizards with 29 wins get an automatic 4th seed in the east?

Very unlikely but could happen
