The TV viewer that called in about Tiger's drop probably prevented him from being DQ'ed.

They reviewed the TV viewers concern about the drop, ruled that is was unfounded, and it was only when Tiger himself told the world that he dropped back of where the original shot was taken that it was taken seriously by everyone who heard Tiger say that.

The committee decided to not DQ Tiger, partly because they had already ruled that they felt it was not an infraction, and thus did not bring it up before Tiger signed his score card. When the rules committee discussed his post game interview with him, and ascertained that he had made a rules infraction, they decided not to DQ him, at least partly because the rules committee had not informed him of the concern that had been expressed by the TV viewer.
