How can I help a friend who doesn't know how to make friends?

I have a friend who doesn't really know how to make friends. He needs people to intentionally go to him. I'm in a dilemma because I know my friendship helps him. Yet, at the same time, he is old enough that he needs to learn to go out and befriend other people. Would hanging out with him less be a good move (because it might force him to seek out other people)?
