[Q] is this unusual effect on timebreaker new or old ?

hi everyone.. i didn't play dota 2 for about 2 month.. and now i see the timebreaker has an unusual effect.... is this new ( like 1-2 days ) or this is old ? ( like 3-4 weeks ) ?? ... sry if it seems stupid question but i really want to know
