[Help] Popup Text Stays on Screen After Hovering Over Links in Bookmarks Bar

If I hover over a favorite in my bookmarks bar, the button takes a new form and pops up. That is expected; however, for the past 24 hours, whenever I do that and remove the cursor from the link button, the link button remains "popped up" (I don't know the technical term) and the pop-up text remains on my screen until I hover over the link in the bookmarks bar again. I am using the latest version of Chrome (Version 26.0.1410.64 m) since it self updates. I am also using Windows 7. Does anyone else have this issue? I hope I explained things clearly.

Edit: I'll add that this only occurs when I move my cursor from top to bottom. Going from bottom to top has no negative effect.
