Great Leap Backward??? Are China's health care reforms failing?

China is building a lot of hospitals, and is spending a lot of money on health care. I've been to hospitals in Beijing and Shanghai that are Chinese and had better experiences with each passing year. But this article seems to say the reforms are going backwards. What does r/China think?
