Possible Reference To Arkham Origins in Arkham City?

In the Arkham Origins demo that Game Informer saw, they described a part where Batman is investigating a murder in which one of the murder victims appears to be Black Mask. Assuming that they aren't taking the route of the X-Men movies and throwing consistency out the window, we know that the murder victim in Origins can't be the real Black Mask, because the real Black Mask is still alive during the events of Arkham City.

However, in Arkham City there is a skeleton in Penguin's museum that is wearing a mask that looks like the one Black Mask wears. Could this skeleton be the remains of the fake Black Mask whose murder you have to investigate in Arkham Origins?
