Job applications / insurance paperwork... Tobacco user or not?

While we are filling out that type of paperwork are we safe to say we are a non-smoker / non-tobacco user? The nicotine we use is derived from tobacco plants but we are certainly not consuming the dangerous components that employers and insurers are concerned with. What is r/ECR's opinion?
