Why are my education and tech levels falling? Could somebody explain this?

I simply don't understand the education system.

I have a school, high school, university, community college and 2 libraries BUT my education and tech levels are falling.

I have checked the education tab and ALL my students are enrolled.

What am I doing wrong here?
