Should tips be mandatory?

I recently ate at a restaurant where they gave us alot of trouble honoring the published deals. Then after all of that was sorted out our party of 4, that all paid separately, was charge an 18% mandatory gratuity. The restaurant's policy is parties of 4 or more it is mandatory. My question is what does reddit think. Is this a fair policy?
