Tons of Town Visitors no Tourism?

Has anyone ever seen this happen. I decided I need to rework my tourist/casino town bc traffic was killing it and after I did so, none of my casinos, tourism sites, and police stations actually work. Attached is an example the building claims it is making great profits but is not pulling in a single tourist. The only tourism building that seemed to bring anything in is the ampitheatre.
