Can someone explain how these phone spams work?

I've been getting a ton of calls lately from 205-504-####. Like 3 different numbers. When I pick up it's just obnoxious conversation between black people who can't speak well. When I *69 them, the number doesn't go through. If I call without the *69, someone picks up, but it sounds like a different person. WTF is this!
