Question about training my dog

He will jump on counters and eat food if left out and no one is home. He chases vehicles, and will bite anyone on a vehicle who is exposed (Bicycle, motorcycle, probably a convertible). He gets severe anxiety attacks whenever i leave him.

any suggestions? He is a mutt, some sort of blue heeler, catahoula mix.
