An Idea on Rodgers' New Contract

Alright, so with all of the discussion about Rodgers contract I had this thought: the problem with the whole concept of the "hometown discount" is that the player giving the team a discount often has no say in how that money is then spent. So:

What if we sign Rodgers to a contract of say 18 million dollars per year. And then any money that he leaves on the table, he gets to spend to help improve the team as he sees fit.

For example, say Thompson was willing to spend 2.5 mil on Steven Jackson. If we needed 4 mil to sign him and Rodgers wanted him here, he could use 1.5 mil from his "hometown discount money" to make it happen. Thoughts?
