Hey Guys, question regarding ATI Catalyst update

So I just installed a Radeon 7850 into an old HP a6000n running Vista 32. The card came packages with 9.12 drivers, but I was able to get up to 12.10 through downloads and whatnot. I have tried to download the latest 13.3 Beta drivers, but everytime I try and open, I get an error:

The procedure entry point wcscat_s could not be located in the dynamic link library ntdll.dll

CCC and Vista both say that the driver is up to date and I can't figure out how to manually install it...
