Climates of Tamriel - light sources are muted

Using any of the darker night levels in CoT causes any light source (torches, braziers, etc.) to become muted and give off reduced light, as if my character was wearing sunglasses. On the darkest level I can barely see a torch in my hand. I really want to use the darker nights but without a torch it really is impossible.

I was wondering if anyone else has had this problem, and if they were able to find a fix.
