Did European Medieval Kings truly believe in Christianity or did they see it as more of a tool?

They use divine right to support their positions. They, along with the support of clergy, would change interpretations and even the words of the Holy Bible. This leads me to beileve that they would use it as more of a tool than they actually believed in it.

Am I way off? I would appreciate any comments :)
