Practical manual ~$10-12k

In my early 20s in the midwest US. I really want to learn manual and need a semi-practical all-seasons daily that won't cost me out the ass in insurance. I prefer smaller cars or hatchbacks.

I want a miata as much as you guys want me to get one, trust, but I need something a little but more practical.

Any ideas?
