Three Weeks Since My NOAA Interview

I interviewed for a fairly specialized permanent hydraulic engineering position 3 weeks ago and haven’t heard back yet, should I assume I didn’t get the gig? I have another TJO for basically the same job but it’s a 4-year term slot and was hoping to get the permanent one since I’m clearly qualified. I received an offer about ~9 biz days after the hiring manager contacted my references for the term position, and I asked at the end of the interview for the permanent one where things were at with the hiring process and she said she was submitting all materials to HR with her selections right after our call, and she didn’t need any additional references from me. Idk, trying not to get too bummed out that I may have not gotten it but from my last experience it seems like it’s taking a bit too long for me to have been selected. What’s the protocol for asking HR/the hiring manager the status?
