Processing after MEPS Navy

Hello. Daughter went to MEPS last week and was asked to go back next week for “processing”. What does this mean?

Also, how are rates decided? What is the typical process and flexibility she has in making the decision? She rated high on her ASVAB and wants IT or Cyber Warfare.
