Just thought of a possible plot hole with Caboose

Hey, so if the whole point is that Caboose's helmet can't be remotely accessed, and that that's why the Meta needs to track him down, how did Epsilon put a bunch of messages there in the first place?

For that matter, how did the Meta figure out Epsilon was still with the gang, and why didn't Epsilon just send everyone messages for immediately after the fight basically telling them, "You're fucked, subdue Tucker and grab the memory unit?" Don't see that going much worse than what did happen.
