Import fees over $1000, based on name or address or who pays?

I read the website but couldn't find the definition...

I am purchasing a bunch of stuff for friends and myself from the same website, no one individually ordering more than $1000.

Placing one order would incur in import duty and GST. So if we split, is the $1000 threshold applied on the person name or the address (same address different people)?

Trying to get everything delivered to the same place and paid by one person, otherwise I will tell one of my friends to place the other half of the order.
