Questions about breast growth.

So I'm in an odd place in my breast development. I'm 8 months and 2 days on HRT. My tits are kinda like torpedoes where the nipples come out far enough to technically be D cups, but the rest of the breast hasn't grown up to them yet so they look a little sad. Is this normal? Should it fill out over time and catch up to the nipples? I'm curious what I should expect.
