Having issues setting automatic values for ranges of integers. For example: 0>10=1, 10>20=2, etc.

Long story short, I'm very new to excel, but I'm trying to make a rough character sheet for a game system I'm developing in excel. I need modifiers for ability scores, but I'm having a difficult time getting the right formula. Any help would be appreciated. Thanks!
