Can AP Blitz on ARAM be nerfed?

Not because he's OP, only to disincentivize people from going full AP. It's basically the problem of old Nunu top. You do almost nothing but also make one person on the enemy team miserable. It is enjoyable to some extend, watching people get pulled and immediately blown up, but then again, the other 4 people would probably prefer having an actual tank that doesn't die to Caitlyn vaguely looking in his direction.
